Gilgit-Baltistan Environmental Protection Agency intends to mange hospital waste through piloting of three major districts headquarter hospitals (Hunza/Nagar, Skardu, Chillas and Gilgit and city hospital Gilgit) through integrated Solid/Biomedical Waste management.

 

For this purpose GBEPA has planned to procure solid/biomedical waste incinerators with other necessary equipment through open competitive Single stage (two envelop technical and financial) bidding as per PPRA Rules on the criteria as under:

1. CRITERIA FOR TECHNICAL EVALUTAION

For technical evaluation the bidder/firm has to be evaluated under the following criteria;

  1. Relevant past experience of establishment of integrated solid/bio-medical waste management system
  2. Capabilities with respect to personnel, equipment, technical expertise, and supply networ
  • Appropriate capacity building opportunities

 

  1. Repair and maintenance of equipment and machinery to be supplied

 

  1. Capacity building of staff to operate machinery/equipment

 

  1. Manufacturing/ dealerships within Pakistan

 

  • Financial strength of bidder/firm
  • Technical, financial capabilities with adequate managerial capabilities of the fir

 

  1. Legal status of firm, blacklisting /any litigation in any court of law within Pa
  2. The bidders have to submit bidding documents in a sealed package with Single Stage two envelop bidding (technical and financial).

SPECIFICATIONS OF THE MEDICAL/BIOLOGICAL WASTE INCINERATOR

  • It should be a three chambered incinerator
  • The load capacity of 250 kg
  • The housing for the incinerator should be able to withstand the temperatures and other operational requirements.
  • The chimney should have a strong refractory lining of special type of cement to withstand temperatures more than 1200o
  • It should have a strong base for the machine to keep it stable, firm and secure during its operational lifespan.
  • The primary (combustion) and the secondary (scorching) chambers to be fitted with burners for effective combustion.
  • In the third chamber, scrubbers and precipitators will need to be installed as pollution control equipment before emission of gases into the atmosphere.
  • A system for continuous emission Monitoring and Environmental Monitoring.
  • A mechanism with which to treat the waste water before discharge into the sewerage system.
  • Temperature control and monitoring devices (probe thermometer) should be availed to ensure that the right temperatures are attained in the chambers during operation.

The ash of belongings of Thomas Eric Duncan, the man who died from the Ebola virus in Texas, may not be headed for a hazardous waste landfill in Carlyss after all.

Chemical Waste Management on Monday said it has “no current plans” to accept incinerator ash from Veolia Environmental in Port Arthur, Texas. Veolia incinerated some of the decontaminated belongings from Thomas Eric Duncan’s apartment located in Dallas.
“After additional review, Chemical Waste Management, has notified the Veolia Environmental that it has no current plans to accept ash,” the company said in a news release. “While (our) facility is permitted by the state and federal government to accept waste of this type, and while accepting this waste poses no threat to the environment or human health, we do not want to make an already complicated situation, more complicated.”

The items incinerated included linen, bedding, and carpet were taken from the apartment where Duncan became ill.

On Sunday, Chemical Waste Management confirmed that it would received the ash and state Attorney General Buddy Caldwell said he would file a temporary restraining order to block the move.

No world yet on what will be done with the ash now.

A Madrid government health spokesperson issued a statement explaining: We had no other choice. Bullcrap, they could have isolated and quarantined the pooch for the mandatory 21 days.

Excalibur`s body was taken to a nearby incinerator as if he was nothing more than an infected blanket, or medical waste.

The Hawaii Department of Agriculture says we’re only in the beginning stages of the eradication and it could take years to wipe out.

“This is a very serious pest. It affects not only coconut palms, but all other palms. It will also affect bananas, pineapples, plumerias, so parts of what we know of Hawaii could disappear because of this beetle,” said Rob Curtiss, pest control branch manager for the Hawaii Department of Agriculture.

On Wednesday, KHON2 got a look at a new machine that’s being used to get rid of the beetles and the mess they leave behind.

It’s called an air curtain burner, a large incinerator that can burn any plant or green waste that may be infested with the beetle.

“These are trees that were cut down on base, about 120 of them,” Curtiss said. “We want to burn them before they’re able to get infested. It’s the best method we have of getting rid of the material.”

“It’s quicker. It’s more efficient,” said Lonnie Felsie, Naval Facilities Engineering Command. “It burns and then the residue that’s left is almost nothing. It’s five percent of whatever volume we put inside and so the ashes are almost nothing.”

One air burner costs around $80,000 and shipping it to Hawaii costs about $16,000. The one currently being used is owned by the U.S. Department of Agriculture.

The military also has four air burners on order, and the state Department of Agriculture plans to order one within the next couple of months.

“So we’ll have six of these machines on Oahu, destroying materials that could be infested by CRB,” Curtiss said.

The CRB has also been found at Barbers Point and Campbell Industrial Park, but traps have been placed all across Oahu.

State officials want to make sure it doesn’t spread any further.

“Just be aware of what this insect is and help us out by calling it in if you see something,” Curtiss said.
